DMA is not enabled for SOC Memory boot media in the SysConfig

      If the boot media is selected as "SOC Memory" in the SysConfig then the bootloader driver does not use the DMA for MEM to MEM transfer.

      This is because the bootloader driver does not use the global memory bootloader config and args for the "SOC Memory" bootloader instances. Since the DMA is enabled only in these global memory bootloader config and args, the bootloader driver does not use DMA for "SOC Memory"
