In the ENET layer 2 example's SysCfg, the default QoS level=3. If QoS = 1/2 if set, the this causes packets to not be sent from the Host to the firmware. Only values 3-8 works.

In these error scenario, packets echo back on port0 does not work. Packets echo back works on port1 as long as no packets were received on port0.

We need to have the QoS value flexible from 1-8, since customers have varied use-cases.
