VPU: OMX video decode should exit gracefully when trying to decode a bad video file

      An attempt to do OMX decode of a bad video file should be handled properly by the decoder (use attached bad video .264 file).

      Ex:
      omxil_video_dec -vv -i /ti_fs/codec_test/bitstream/alter_ins_7_input_file.264 -o /tmp/alter_ins_7_input_file_nv12.yuv

      Currently, the decode will start and then, when trying to quit the application with 'q', the system will subsequently hang.
