Description

On Linux: "Open CSV file" item is missing from SA menu. This prevents the opening of offline files.

On Windows/Mac: The menu item is shown but doesn't not do anything when clicked. The first time CCS is run doesn't have this problem.

The feature is broken but the sign of failure may different from platform to platform.
